Task area
Evaluate the design, implementation and impact of federal policies with significant financial implications and, if necessary, propose solutions to make the Confederation's policies more effective. This mandate is based on Article 5 of the Federal Audit Office Act, which provides for a review of the cost-benefit ratio and the effects of expenditure. Its action also falls within the framework of Article 170 of the Federal Constitution, which establishes the evaluation of the measures taken by the Confederation. Given the similarity of the methods used, we also carry out performance audits like the other Competence Centres.
We have qualified evaluators from various backgrounds: e.g. administrative science, economics, political science, statistics, history and law. If need be, this interdisciplinarity can be boosted for specific skills by using external mandates.
The analyses conducted comply with the Evaluation Standards of the Swiss Evaluation Society (SEVAL) and the International Standards of Supreme Audit Institutions (ISSAI 300).
There are five main phases:
- Topic identification
- Topic exploration (5%)
- Preparation (25%)
- Evaluation (70%)
- Follow-up
During the exploration of the topic, and throughout the evaluation, we examine possible duplication with other analyses already carried out or in progress at the Parliamentary Control of the Administration and/or the offices themselves.
