Audit Implementation of the revision of the law and the strategic objectives - Swiss Institute of Comparative Law

The Swiss Institute of Comparative Law (SICL or "the Institute") is an autonomous institution under public law. It has ensured access to foreign law for Swiss authorities, researchers, lawyers, notaries, companies and individuals since 1982. This access includes information, opinions and studies, as well as the use of the library at the University of Lausanne. The SICL also carries out scientific research activities. In 2020, the Swiss Institute of Comparative Law Act (SICLA) was completely revised to bring the Institute into line with federal governance requirements. The revision introduced management by strategic objectives from the Federal Council and defined the role of the SICL Council based on a board of directors model. The number of Council members was reduced from 22 to 9. The Institute has an annual budget of CHF 8 million and employs around 40 people.

Audit Supervision of casinos and gambling - Federal Gaming Board

The Gambling Act of 29 September 2017 (GamblA) – which authorises online gambling – came into force on 1 January 2019. The new law was passed on 10 June 2018 with 73% of votes in favour. 21 casinos offer physical gambling throughout Switzerland, and 11 of these also offer online gambling. A casino must have a licence for both types of gambling. The Federal Gaming Board (FGB) monitors these establishments through inspections and data analysis, and it also levies a tax on the gross gambling revenue of each casino. In 2021, approximately CHF 275 million was paid to the FGB, of which CHF 26 million went to the cantons, while the remainder went to finance AHV. The Swiss Federal Audit Office (SFAO) examined the effectiveness of the supervision of the FGB, its organisation and the cost-efficiency aspects of this supervision.

Audit Security of the INFOSTAR database - Federal Office of Justice and IT Service Centre of the Federal Department of Justice and Police

Infostar is the centralised register for the electronic registration of civil status events (births, marriages, deaths, etc.), made available to the cantons by the Confederation since 2005. It has almost 1,200 users across 142 civil register offices. The application is managed by the Infostar Unit of the Federal Office of Justice (FOJ) and the IT Service Centre of the Federal Department of Justice and Police (ISC-FDJP). A modernisation project costing some CHF 23.7 million is currently under way, with completion originally planned for 2023.
