Audit Skyguide COVID-19: implementation of required cost savings with the "Virtual Centre" - Skyguide, Federal Finance Administration, Federal Office of Civil Aviation

The COVID-19 pandemic had a substantial impact on Skyguide. The lockdowns and travel restrictions imposed had the effect of reducing air traffic, and therefore revenues. This led to a tight equity and liquidity situation. The Federal Council financially stabilised Skyguide with a capital increase of CHF 150 million in 2020, and with a loan of CHF 250 million with a subordination option in 2021. In return, the Federal Council expected it to make efforts to cut costs. Skyguide communicated a savings target of between CHF 120 million and CHF 130 million by means of various measures, one of which was the "Virtual Centre" programme that aimed to make efficiency gains of CHF 21 million by 2024. The objective of the Virtual Centre was to harmonise and modernise air traffic management from the technology on the ground and the operational procedures, through to airspace design. The Swiss Federal Audit Office (SFAO) audited the cost savings achieved with the Virtual Centre.

Audit Business continuity management with a focus on the effects of a power shortage - Swiss Federal Railways and Federal Office of Transport

SBB is the largest rail transport company in Switzerland. It operates passenger and freight transport services and, as the system leader for traction power supply, also supplies other infrastructure operators. Rail transport consumes 2,300GWh of electricity per year, while the group uses an additional 300GWh. Risks to energy supply have increased across Europe due to the war in Ukraine. An electricity shortage has been a real possibility since the winter of 2022/23 in particular.

Audit Supervision of cableways with a focus on the financing of dismantling installations - Federal Office of Transport

At the end of 2021, around 2,450 cableway installations were in operation in Switzerland. Of these, around 660 have a federal licence and are under the supervision of the Federal Office of Transport (FOT). As part of regional passenger transport (RPT), 34 cableways are jointly ordered and paid for by the federal government and the cantons. The cantons are responsible for the licensing and supervision of the remaining cableways.
